Transformation of ITD's Information Technology Services
Five System Transition Teams have been chartered to define
the steps necessary to transform the five major information systems managed by
the Department. These Systems are Planning, Engineering, Operations/Emergency
Response, Motor Vehicles, and Financial/Agency Support. Additionally a transition
team has been established to define the corporate IT structures necessary to
support the five major systems.
The goal of the new strategy is to
accelerate our ability to deploy new IT applications while minimizing
development, operations and support costs. The new strategy involves improving
ITD's core competencies, taking advantage of private sector competencies and
building new inter-agency partnerships. This transformation will position the
Department to better deliver IT services in the future and is not a reaction to
historical service delivery approaches.
Each Systems Transition Team is developing a "systems plan"
outlining the long-term plans for systems transformation. Each plan will
incorporate the following transformation principles:
- Exploit new technology and industry best practices
- Use sourcing strategies for IT services and component development
activities.
- Contract sharing to obtain additional resources
- Maximize the use of off the shelf software (COTS)
- Include public/private partners in the transformation
Partnering on ITS Project
ITD is working with a county highway district to install
numerous sensors and cameras along the interstate. The highway district will
be collecting the data through their traffic management center and then sharing
it with ITD. We have discussed the possibility of ITD identifying specific
sensors they want to use for permanent traffic recorders. ITD will then take
responsibility for the maintenance of those sensors to assure continued data
collection at those sites.
