Anita called the meeting to order with the introductions of attendees at 7:10 p.m.

TRB Report - Tom Palmerlee

Urban Data Conference is meeting in Irvine, CA in May, 2005

Data Committee for reauthorization will be later

The combined committees (Planning, Environmental, Data, etc.) will meet in July, 2005 in Boston

It was agreed to meet in Boston with the other data committees.

Perhaps the committees could be meeting as a larger group, pending that the Reauthorization Bill will be enacted by then.

We may be doing a Peer Exchange at that meeting also for our committee.

Committee rotations are for three years.

STATE DOT and MEMBER UPDATES

Kim Hajek - Texas

We are being successful in implementing several large IT systems within the last six months and in the next six to nine months. 

The Statewide Analysis Model (SAM) Project implemented in March, 2004 has the capability to model multiple modes of transportation.

The Texas Transportation Plan will be available on-line some time in July, 2004.  It has a GIS component for information related to the plan.

The first release of STARS has been implemented.  This implementation includes the migration of the legacy system to an ORACLE database with traffic analysis capabilities.  TxDOT will contract to complete the next release of STARS to meet the data reports and file extract requirements as needed.

TxDOT has completed an inventory of IT resources in the state.  The legislature will consider consolidating these resources.  The impact on the ability to meet Federal reporting requirements if the IT resources are reduced or centralized has not yet been determined.

Jonette Kreideweis - Minnesota

Finished an updated Statewide Plan last October.  They are evaluating how to enhance urban area and statewide travel demand models to support forecasting and the performance measures in the Statewide Plan. and will finish Travel Demand Model.

Working on an Operations Plan and how much will be put into the STIP.

20-year plans are being updated.

There is a high interest in e-gov services.

Minnesota legislature is studying HOT lanes and HOV lanes

MnDOT is working on a statewide safety plan.

Need to partner with local entities to collect traffic data.  Do not have the resources anymore to collect all that is needed.

Discussion of initiatives/conferences related to travel modeling from Bruce Spears (FHWA).  (See handout).

Tom Bolle - BTS

Still do not have reauthorization bill.  The House Bill has quite a few provisions that will have impact on BTS without funding to support them.  Any discussions of internal reorganization are also on hold until further information comes on the Reauthorization Bill.

Two major surveys are active:  (NHTS) released the highlights report in August 2003.  Completed data set will be released in July, 2004 with all five data sets needed.  There is an NHTS Conference in Nov. 1 and 2 in Washington, D.C.  There will also be sessions at the annual meeting for NHTS, targeting advanced users of NHTS data.

(Jonette)  We need to work on help market some of these products that are becoming available.

Kim Ferroni - Pennsylvania DOT

They have transitioned to using vendors for traffic counts instead of field staff due to rising cost and safety issues.   They have six Rural Planning Organizations that are taking some counts for them.

They are making progress with ITS for Signal Optimization Studies.  The data is being captured and incorporated into their programs.  Most of their ITS is done with video cameras.

Their Bureau provides the transportation layers to support the homeland security initiatives.

Dave Gardner - Ohio DOT

The draft copy of statewide Ohio Transportation Plan was completed in June.  They will have about 8 Open Houses for the public to make comments.

New Urban Boundaries and functional classification changes based on Census 2000 data have been completed and incorporated into the road inventory database.

They have a GIS database that will be maintained at the local government level which will have the street centerlines and addresses.

Congestion analysis has been completed using the 2003 road inventory data.

Their Traffic Monitoring Section has made traffic maps available on line.

 James Golden - Florida DOT

The legislature has authorized 100 million dollars for the strategic plan for projects.

They are defining the data infrastructure to support that plan.

Rolf Schmitt - (FHWA) www.ops.hwa.gov/freight

They are trying to finalize the freight portion of the Conditions and Performance report.

Ed Christopher - (FHWA Resource Center) they are conducting workshops to train the folks on how to use the CTPP software.  They will probably have a workshop in Texas because there are so many MPOs.  Maryland wants to have a workshop, also.  It will be easier if the request comes from the FHWA Division staff requesting his assistance.

Barna Juhasz - FHWA-

The states need a conference on Roadway Inventory that is similar to NATMEC and bring in the vendors who help get the inventory done for the states.

They are already looking at the next NHTS.  Question is whether we should or should not do another NHTS.

Jack Stickel - Alaska DOT

Their IT projects over $25,000 have to get governor's approval.  CARS 511 and Road Weather Information System has been deployed.

Asset Management for their department is in full deployment.

They are also starting to work on a Business Data Plan for Alaska.

Mark Hallenbeck - Washington

They are doing research for Washington DOT to look at congestion and recurring congestion.  They are looking at freight performance measures.

 "Grey Notebook Light" has been developed to address Performance Measures.  This is the second version of the "Grey Notebook."

A Beta Version of a GIS Map is available on the web - contains information on vehicle occupancy, flow data, freeway operations archives, CVISN tag data.

Harshad Dessai - (FHWA) The states will be getting messages back from FHWA if the ATR data is not accepted due to edits.  This is an indication of the sites that are not working.

  5. Barna - We may need to a synthesis sharing with the states that are doing a good job of traffic analysis.  Jonette and Harshad will do a proposal on this and send it out.
  6. The deadline is August for the papers we will review.
  7. The newsletter - May be more useful for folks outside the committee.
  8. The web-site - Needs to be updated before the annual meeting.
  9. AASHTO (SCOR) has asked TRB to do a study to take a strategic look at funding for transportation information services.  (TRIS)  We are asked to come up with what type of data would be useful for us.
  10. Next year's mid-year meeting in Boston in July.
