AASHTO Standing Committee on Planning
Data Task Force Update

  1. Census Transportation Planning Products (CTPP) Consolidated Purchase

    The AASHTO Standing Committee on Planning (SCOP) supported a proposal for a new Census Transportation Planning Products (CTPP) project at their meeting in October 2007.  The proposal, developed by SCOP’s Census Data Work Group, will provide special data tabulations for transportation planning applications, technical assistance, research and related support over a five-year period from 2007-2011.  Total costs of $5.9 million would be allocated among all the states and Puerto Rico at approximately 1.9 cents per person.  AASHTO is currently in the process of seeking state commitments for the project.  To date, over 50% of states have agreed to support the work. 

    Planning is underway for a peer exchange in spring 2007 on using American Community Survey (ACS) data in transportation planning applications.  Funding from the FHWA Planning Capacity Building Program will support a peer discussion on challenges, issues, and successes in using ACS data.  Results will be shared with SCOP at the mid-year meeting and with external partners in summer 2007.
  2. Information Assets to Support Transportation Decision Making

    At the AASHTO Annual Meeting SCOP supported a proposal to enter into a joint project with TRB on "Information Assets to Support Transportation Decision Making".  Deb Miller, Secretary of the Kansas DOT, will chair a peer exchange in 2007 to share examples and information that:
    • Illustrate the essential value of data and information for decision making
    • Identify key information resources and strategies for maintaining and improving data and information resources
    • Provide a context for discussing transportation related data and information investment needs in the context of overall budget tradeoffs
    • Suggest opportunities and methods to promote information resource programs within SCOP and among external partners and stakeholders

    A summary of the peer exchange will be available at the SCOP mid-year meeting.
  1. HPMS Reassessment

    SCOP members were updated on the FHWA reassessment of HPMS at the AASHTO Annual Meeting.   SCOP requested input on opportunities and issues for the states.  Bill Cloud, from Montana will lead a SCOP Data Task Force team with representatives from California, Florida, Kansas, Maryland, Minnesota, and Nevada to coordinate review and comment of HPMS recommendations. 
  2. Research Project Updates
    • Commuting in America III:  The report has been completed by Alan Pisarski and is available through the TRB bookstore.  There has been considerable national interest in report findings and results.
    • NCHRP 8-48 – Using American Community Survey (ACS) Data for Transportation Planning:  The project has been completed and a guidebook for ACS data users will be available in the near future.
    • NCHRP 7-16 - Recommended Revisions to the AASHTO Guidelines for Traffic Data:The preliminary draft final report has been completed and reviewed by the research panel.  A final report will be available in 2007 for consideration by AASHTO as an update to the 1992 traffic data guidelines.
    • NCHRP 8-71 – Travel Estimation Techniques and Parameters for Transportation Planning:  Contract negotiations are underway to begin the project that will focus on updating NCHRP 365.
    • Proposed Problem Statement on "Integrating Travel, Economic, and Employment Data for Transportation Planning and Policy Applications":  This problem statement was submitted in 2006 and is currently being considered for NCHRP funding.
    • Proposed NCHRP 8-36 Problem Statement on "Disclosure Avoidance Techniques to Improve ACS Data Availability" has been approved by SCOP for funding and is moving forward.
  3. Other Updates
    Dave Clawson, AASHTO Program Director for Policy and Planning retired in December 2006.  Janet Oakley, AASHTO Director of Policy and Government Relations has indicated that plans are moving forward to fill the position.  In the interim, questions or requests for additional information on AASHTO SCOP activities may be directed to Janet at joakley@aashto.org.

Benchmarking for Data Stewardship in Asset Management

Effective management of enterprise data is the cornerstone for any optimized decision making related to asset management. During the 2006 TRB Annual Meeting, the workshop Data Stewardship: Meeting the Challenges of Enterprise Data Management demonstrated the technical elements of data stewardship and helped to identify the major challenges. The current workshop will build on that work and focus on the best practices in managing data stewardship. The workshop includes benchmarking best practices from other industries and a synthesis of initiatives and findings from other industries related to data stewardship. Relating the lessons learned, pitfalls, and best practices that can be implemented into the transportation domain will be explored.

Building a Business Case for Data Programs: Barriers, Successes, and Expanding the Success

Resource allocation and investment decisions that are based on accurate and timely data can save time and resources in the long run. That said, the development and sustenance of data programs continue to be absent in the business plans and strategies of many organizations. Since data programs require significant funding and enterprise-wide support, it is essential to build a business case for data programs. A data program with objectives clearly linked to performance measures and business results and backed with a solid business case is less vulnerable to budget cuts.
